Funds obtained from the EU and other non-budget funds

The activity of the City and its educational institutions aimed at obtaining European and other non-budget funds was reflected by the number of projects that have been implemented and prepared jointly with educational institutions and supervised by the Department of Education, Culture and Sports.


Funds have been obtained from the following programmes:


  • IROP under which scholarship projects addressed to high school youth from rural areas have been implemented;


  • PHARE (2002, 2003)  under which several institutions purchased IT equipment to adapt their educational offer to the changes occurring on the local labour market;


  • EQUAL under which seven day-care centres and two nurseries maintain an extended day work scheme, providing care over children until 9.00 p.m.


  • PFRON i.e., National Disabled Persons Rehabilitation Fund (2005, 2006, 2007, 2009), used by various institutions to finance remodelling works at their facilities in order to adapt them to the needs of the disabled by removing architectonic barriers;


  • SOCRATES COMENIUS / COMENIUS  (2005/2006, 2006/2007, 2007/2008, 2008-2010, 2009-2011) under which youth and teaching staff from educational institutions have been able to exchange experiences, views and good practices through study visits and youth exchanges with institutions from other countries;
  • LEONARDO DA VINCI (2007/2008, 2009) The purpose of the programme is to promote staff mobility on the European labour market and implement innovative educational solutions aimed at improving vocational qualifications. It also supports solutions that increase the transparency and recognition of vocational qualifications in European states, as well as actions that improve the quality of vocational and continuing education;
  • GRUNTVING (2007/2008, 2009) The Grundtvig programme concerns the broadly defined general, non-vocational education of adults and is addressed to various organisations operating involved education of adults, including their students and staff;
  • Polish-Lithuanian Youth Exchange Programm Realizacja projektów, mających na celu wspieranie współpracy polskiej i litewskiej młodzieży dla budowania przyjaznej współpracy między Narodami Polski i Litwy;
  • Human Capital Operational Programme (HCOP) 2007-2013 (2008, 2009) The primary objective of the Human Capital Operational Programme (HCOP) is to allow full utilisation of the human resources potential by increasing the employment rate and adaptation potential in enterprises and among their employees, raise the level of education, reduce the areas of social exclusion, support the development of state administration and increase social and territorial cohesion.
