Since 2004 the City of Białystok has used EU's instrument fo pre-accession assistance (IPA), i.e. financial resources provided for EU candidate or potential candidate countries. Since the accession in May 2004, we have still been able to use the already provided pre-accession assistance and additionally, as a rightful EU member, we had new opportunities open for us. During the 2004-2006 programme period, the City realized projects within the The Integrated Regional Operational Programme, Sectoral Operational Programme Human Resources Development, Sectoral Operational Programme Transport and Phare.

Years 2007-2013 are another programme period, for which support for development of individual regions and human resources was provided. The city of Białystok is currently in the process of accessing resources within Operational Programme for the Podlaskie Voivodship, Innovative Economy Operational Programme, Human Capital Programme, Infrastructure and Environment Programme and Development of Eastern Poland Programme. Moreover, the City is accessing funds from the European Regional Development Fund within the URBACT II cities development support programme, Białystok is also realizing the REDIS project - Restructuring Districts into Science Quarters.
